India's Prime Minister says a war with Pakistan is not the answer.

The Indian prime minister wants to lower tensions with Pakistan.

The investigation into the Mumbai terror attacks that killed more than 160 people last month has strained relations.

Manmohan Singh, India's Prime Minister, said, "The issue is not war, the issue is terror and territory in Pakistan being used to promote, to aid and abet these terrorists. I think that is the issue. The issue is not war. Nobody wants war."

Mohammed Ajmal Kasab is the only gunman captured alive in the Mumbai attacks.

The suspect has admitted that he and the other gunmen involved in the attacks came from Pakistan.

India has blamed a Pakistani-based militant group of masterminding the Mumbai attacks.

Pakistan has arrested a number of suspects, but declined to extradite them to India for trials, a request New Delhi has demanded.

Pakistan has also denied involvement in the Mumbai attacks.

On Monday, Pakistani fighter jets reportedly flew low over several of Pakistan's major cities.

Pakistan's air force has declined to comment on the flights.

But it says the Pakistan Air Force has enhanced its vigilance in view of the current environment.

Pakistan has accused Indian jet fighters of violating its airspace - a charge New Delhi denies.
