The key for this round of six-party talks is to map out guidelines to declare and disable the nuclear facilities of the DPRK. Though challenges remain, the stakeholders are determined to push the process forward.

Earlier in February, the DPRK agreed to disable its atomic facilities and make a complete declaration of all its nuclear programs. In exchange, the DPRK would receive a total of 1 million tons of heavy fuel or its equivalent in aid.

Later, Pyongyang shut down its Yongbyon nuclear plant. And in July, allowed UN atomic energy monitors returned to the site.

In return, the DPRK has received shiploads of heavy fuel oil from South Korea and China. It has also held bilateral talks with the United States.

But the DPRK still must move ahead on its pledge to declare and disarm its entire nuclear program.
