Wen Jiabao said, "Urgent tasks are to ensure fairness in education, work out favorable policies to create more employment, narrow the gap in income distribution, and set up a medical care system covering the urban and rural areas alike."
Wen Jiabao also put forward solutions to solve these challenges.
Wen Jiabao said, "First of all we need to have a sound legal system guarantee. The cancellation of the agricultural tax and the nine-year compulsory education for all have been written into the law. Funding for low-income families in rural areas will begin this year. And relevant legislation will also soon be in place. System building is crucial in China. With a sound legal system, government policies and measures will be consistent. And NOT change just because of the government or any leadership transition."
The stock market has also been a major concern for many Chinese people. Just a few weeks ago, it experienced its biggest plunge in a decade. The Chinese Premier said system building is also crucial for the heathy development of China's stock market.
Wen Jiabao said, "The listed companies should improve their performance. And an open, fair and transparent market mechanism is much needed. The nation's capital market needs to be better supervised. And any fluctuation in the stock market should be released on a timely basis so investors can be better informed. And their risks can be reduced."
Wen Jiabao also said an independent agency unaffiliated to any other government departments will soon be launched. This, to better govern China's more than one trillion US dollars worth of foreign exchange reserves. He said this agency will do everything possible to ensure an increase in the value of the nation's foreign exchange reserves.
