In a group discussion with lawmakers from Hebei Province, senior party leader Li Keqiang urged local officials to use its geographic advantage by taking more measures to open wider to the outside

world. He noted the Bohai Sea Rim area is located in a crucial part of the northeastern Asia economic zone, and Hebei is in the center of the area. Li Keqiang said the province should strive to build itself into a regional economic power house.

He Guoqiang urged lawmakers from Qinghai to promote China's western development program. He called on local officials to further liberate their thinking and deepen reforms and opening up. He also called for enhancing the infrastructure and the bio-friendly environment.

Joining the discussion of NPC deputies from the northern province of Shanxi, Zhou Yongkang urged more efforts to transform the development model of the country's largest coal production base, which is key to the sustainable development of the province. He said continuous efforts should be made in energy saving and environment protection.
