Special Report:   2008 NPC & CPPCC sessions

Agricultural development is always a hot topic at the annual sessions of the NPC and CPPCC. Our reporter Xu Zhaoqun interviewed some of the NPC Deputies and CPPCC Members, to get their opinions on the country's rural issues.

Some CPPCC members say the right of use of farmland should be permitted to be transferred in the circulation field so as to intensify production.

Li Yining, CPPCC member, said "The transferring of the right of use of farmland makes it possible to enlarge the scale of production, and improve farming efficiency. "

Li points to some successful examples in several provinces in the south of China.

In Jinjing village in the suburb of Changsha city, the capital of Hunan province, most of the land has been leased to a company famous for its modern methods of growing vegetables.

Farmers there work on their own land and the company pays them rent and salary. The production of organic vegetables has become the major income resource for the villagers.

"So far the farmers in these places are happy with the transfer. But I think there has to be some time for more local governments to realize the advantage of the new measure." Li added.

Agricultural development is always a hot topic at the annual sessions of the NPC and CPPCC.

Li told reporters drawbacks still exist for farmers to get funding, and he says the government should facilitate the process.

Many members agree investment in agricultural production should increase.

Members and Deputies are also calling for the use of more technology.

NPC deputy Li Xiaohua said "Policies favoring the agriculture sector are getting better and better. Agriculture industries like our business have much more support than ever. But the industries are highly risky. We are expecting even more help from the government."
