Moscow has confirmed delivery of a Tor-M1 missile defense system to Tehran.

Russian Defense Minister, Sergei Ivanov, says Russia is stepping up cooperation with Iran based on international law and may consider cutting more deals with Tehran.

Moscow signed a one-billion US dollar deal with Tehran two years ago, agreeing to supply it with missiles. Russian officials have described the Tor-M1s as an air defense system. They say these cannot hit ground targets and can only bring down aircraft and guided missiles at low altitudes. The missiles can trace almost fifty targets simultaneously, and can also fire at two targets at heights ranging from 20 to 6,000 meters.

But the US State Department has accused Tehran of seeking nuclear arms and undermining security in the Middle East. It says it's disappointed Russia has gone ahead with the deal.
