China's State Council has released a White Paper on the country's national disaster relief work. In the wake of the devastating Wenchuan earthquake, the central government decided to make May the 12th China's Disaster Damage Prevention Day. The document has been written to mark the one-year anniversary of the Wenchuan earthquake and greet China's first "Disaster Damage Prevention Day". The document summarizes China's achievements in this field and lays out major tasks to be done in the coming years.

China is a country prone to natural disasters. More than 70 percent of Chinese cities and more than 50 percent of the country's population are located in areas vulnerable to earthquakes or meteorological disasters. Two thirds of Chinese land is threatened by floods. Preventing and reducing the damage inflicted by natural disasters have always been priorities for the Chinese government.

The government has set out its medium and long-term goals for disaster prevention and reduction, during the 11th Five-Year Plan period, and the ensuing years. Some of the primary goals are to enhance the capabilities of disaster monitoring, early warning, emergency handling, disaster relief, rehabilitation and reconstruction, and significantly reduce human casualties and the direct economic losses caused by natural disasters.
