Climate disasters to affect more people

The agency says the rise is mainly due to a combination of entrenched poverty and migration to densely populated slums, which are prone to the increasing number of climatic events.
Oxfam says the world needs to increase humanitarian aid spending from 2006 levels of 14.2 billion US dollars to at least 25 billion a year.
Oxfam says the current humanitarian system is not based on people's needs. When disasters occur, the response is often too little, too late and not good enough.
Experts at the conference are calling for the international community to change the way it delivers aid. They say assistance must build on disaster-hit countries' ability to prepare for and withstand future shocks.
