The official action plan aims to keep the unemployment rate below 5 percent, with an additional 18 million jobs for urban residents and another 18 million for migrant rural workers.

The plan aims to expand vocational training to raise the number of skilled workers to 110 million nationwide. And more measures will be promoted to ensure work safety.

The government says it will create an 300,000 more jobs for disabled people, improve training and set up a network of services for the disabled.

The document also promise to expand the coverage of the country's social insurance. By the end of 2010, urban pension insurance should exceed 223 million people, and basic medical care insurance will exceed 400 million.

And the government aims to provide 2.2 million more beds for the elderly in rural service centers by 2010.
