Human rights plan: Protecting detainee´s rights

The plan says China is establishing a supervision for law-enforcement. It is also intensifying investigations into illegal activities during law enforcement, and punishing those who are held accountable.

A real-time supervision of law-enforcement in prisons and detention centers will be conducted by the people's procuratorate.

Complaint letter boxes will be set up in detainees' cells. A detainee can meet the procurator to make a complaint.

The plan also sets up stricter control over the death penalty. China will implement stringent judicial procedures for death sentences, and all these sentences must reported to the Supreme People's Court.
