Chinese government publishes 1st National Human Rights Protection Plan

It stresses the guarantee of economic, social and cultural rights. Emphasis is focused on a good environment, the rights of farmers and the guarantee of human rights in the reconstruction of areas hit in Sichuan province by the devastating earthquake last May.
It also guarantees civil and political rights. It says the death penalty shall be strictly controlled and prudently applied. Effective measures shall be taken to ensure the rights of detainees and humanitarian treatment. The government will also step up efforts to keep the public informed of government affairs.
Meanwhile, the rights and interests of certain groups are stressed. China will invest 2 billion yuan for the economic and social development of ethnic minorities. And urban pensions will cover 223 million people by 2010. More job opportunities will also be offered for the disabled. And a barrier-free environment for them will also be created.
