China to set up new medical care system

Fair and affordable health services for all is the centerpiece of the country's recently-released medical reform blueprint. And to realize the goal, the Chinese government plans to invest 850 billion yuan, or about 124 billion US dollars, over the next three years to push forward the reform. Authorities from the Ministry of Health and other relevant departments say the public can look forward to seeing positive changes in the sector.

Highlights:

PRIORITY TASKS FOR 2009-2011

1. Expand basic medical insurance: to cover over 90% of rural and urban residents

2. New system of essential drugs

3. Grassroots health care system:

-- Rural: 2,000 county-level hospitals to be set up

-- Urban: More community health centers

4. More accessibility to fair public health system

5. Public hospital reform

6. Better management & tight supervision

7. More investment & compensation
