Premier Wen Jiabao has called on enterprises to place priority on industrial upgrading and innovation.

He made his comments while conducting an economic inspection in Liaoning Province, northeast China.

One of Premier Wen's top concerns is developing this major industrial zone.

He said restoring this area to full productivity sooner rather than later would lay a solid foundation in coping with the international financial crisis.

As he visited a steel company in Anshan, Premier Wen Jiabao encouraged workers to advance technology and improve quality to meet market demand.

He also encouraged them to exercise their full innovative potential. The Premier also visited an equipment production company.

There, he emphasized the importance of intellectual property rights, stressing that it is key to competing in the modern world.
