Jobs, social welfare top NPC priority list

The Chinese government will inject 42 billion yuan to stimulate employment. Major tasks include facilitating the employment of university graduates, expanding employment opportunities for rural migrant workers in cities while stabilizing their existing job options, supporting individuals in starting their own businesses, and improving public services for employment.

But unemployment has been worsening as Chinese foreign trade is drying up.

Chen Deming, Minister of Ministry of Commerce, said, "From November last year, China's imports and exports have witnessed negative growth, with a 9% decline in November, 11% down in December and a 29% fall in January."

In addition to a package of measures to boost employment, the central government plans to spend 293 billion yuan on the social security net this year. That's up 17.6 percent or 43.9 billion yuan over that of last year.
