Economic issues dominate CPPCC proposals

The time for making in-session submissions of CPPCC proposals expired on Sunday. Advisors from around the country made 5,571 suggestions over the past week.

Liu Xiaobing, deputy director from CPPCC proposal office, ssaid, "Proposals on economic issues take up about fifty percent of the submissions. In terms of the content, members have focused on ways to maintain a rapid and stable economic growth. Employment is also a major concern. These proposals aim to improve people's livelihoods and to maintain social harmony."

Proposals constitute a significant part of a CPPCC member's duty. Their suggestions are based primarily on research. There is an increasingly close match between the people's interests and the advisors' concerns.

Liu Xiaobing said, "The proposals reflect the advisors' thorough examinations of their topics. They contain specific cases, analysis, and suggestions. Their work mirrors real life and they have offered solid and practical ideas to make changes happen."

CPPCC proposals are not legally binding. But the relevant ministries will examine the proposals to determine whether they should go forward on record. Departments in charge of handling these proposals are required to give the authors a formal reply.

CPPCC members can also make proposals throughout the whole year. Since last year's first session of the eleventh CPPCC, members have submitted 5056 proposals. 4738 have been registered. By February 20th, nearly all the proposals had been dealt with, in accordance with procedures.
