The State Council has released a "White Paper" reviewing fifty years of democratic reform in the Tibet Autonomous Region. The "White Paper" says that without the abolition of feudal serfdom, which was comparable to medieval Europe, people in Tibet would not have seen the tangible benefits of the last decades.

The State Council's white paper maintains that Tibet has been an inseparable part of China since ancient times.
