TOKYO, Feb. 17 (Xinhua) -- Visiting U.S. Secretary of State Hillary Clinton and her Japanese counterpart Nakasone signed a new accord Tuesday on the relocation of 8,000 U.S. Marines from Okinawa to Guam.
