The Red Cross estimates 250,000 civilians have fled to the jungle where fighting is also taking place.
Paul Castella, head of ICRC S.Lanka Delegation, said, "In addition to the fact that being displaced, they cannot feed themselves anymore. They have no land, they have no cattle - so how do you survive? It is very difficult. So they spare, you know they eat less and less so they can save some food for the next day. And the last time the food went in was the 16th of January. So almost two weeks ago."
The Tamil Tigers have been fighting since 1983 to create a separate state for minority Tamils. More than 70,000 people have been killed since the civil war began.
