Hu gave a speech after listening to reports from the non-communist party leaders. He reviewed the government's work in 2008, saying non-communist parties had contributed much to social development, harmony and stability.

He noted that 2009 is the 60th anniversary of the founding of the People's Republic of China and that it's also an important year in carrying out the 11th five-year plan.

Hu said the country should continue with multi-party cooperation and political consultation under the CPC leadership. He stressed that the system had worked well since its founding in 1949.
