Wu Keting said, "The government offered me 3 thousand yuan to start my own business. That helped me a lot."
The municipal government convenes 10,000 public representatives every year to listen to their opinions on what the people, especially the poor, want most.
Sun Jingmiao, director of Laid-off Workers' Help Group, Hangzhou Gov't, said, "Only about one percent of Hangzhou's population have very low incomes, but their voices must be heard and seriously considered in our decision making."
Four years after it was launched, the Spring Breeze campaign is continuing to help those in need.
