From mid-October to mid-November, nine members of the Standing Committee of the Political Bureau of the CPC Central Committee including Hu Jintao, Wu Bangguo and Wen Jiabao each made visits expressly for the purpose of investigating the effects of the Scientific Outlook on Development.

The leaders have urged local Party and government officials to address people's welfare and economic problems. They asked the officials to pay attention to problems that people complain about most, and work out solutions. The leaders also called on local officials to keep pushing ahead with economic development and maintain stable and fast growth.
