Leaders of Southern African countries are urging Zimbabwe's political rivals to immediately form a unity government.

They want to end a stalemate over the allocation of ministries.

But the 15-nation Southern African Development Community said opposition leader Morgan Tsvangirai does not agree with their suggestion.

Tsvangirai says he was shocked and saddened by the outcome of a 12-hour summit on Sunday.

It brought together leaders and ministers of SADC countries for talks on Zimbabwe's political impasse and violence in eastern Congo.

Tsvangirai did not agree to a call for his MDC party to co-manage the country's disputed home affairs ministry with the ruling ZANU-PF.

Meanwhile, Zimbabwean President Robert Mugabe is expressing optimism that an agreement on forming a cabinet can be reached.

But Tsvangirai is warning of regional instability if the ruling party refuses to loosen what he calls its illegitimate grip on power.
