Li emphasized the importance of ensuring construction quality and completing the project on time. He also encouraged the workers to contribute to the friendly relationship between China and Algeria.

Senior CPC official Li Changchun said, "The highway you're building is indeed a bridge of friendship connecting China and Algeria. Your activities here is a window to China. The construction quality must be ensured and deadlines must be met, in order to build a modern highway. Moreover, you should cultivate local personnel qualified in maintaining and governing the highway, for them to build their own highway in the future."

Deemed as a strategic road in the northern African and Mediterranean regions, the Algerian East-West Highway will stretch more than 12 hundred kilometers between Algeria's borders with Morocco and Tunisia. About three-quarters of the total length is yet to be built.

A consortium formed by China's CITIC corporation and China Railway Construction Engineering Group won the bid for the project amid hot competition. The deal is worth up to 7 billion US dollars and represents the largest volume for a single overseas contracting project and the highest technological level among all projects conducted by Chinese contractors.
