Wan Gang says China will boost innovation and combat fraud.

Wan Gang says a number of major projects have been launched, such as large planes, nuclear power and water pollution treatment and control, major new medicines and next-generation mobile communication. Others are expected to start later this year.

The minister also says the country will beef up preventive measures against academic corruption and fraud.

At the same time, he calls on the public to tolerate experiment failures by scientists, saying mounting pressure might lead the fraud cases.

Wan Gang, CPPCC Member, Minister of Science and Technology, said, "Scientific research in a "high-risk" area that cannot guarantee 100 percent positive results. If you press every project to succeed, it will inevitably lead to fabrication. In many cases, the experience from failures in scientific exploration is more precious than that from successes."

Wan Gang spoke highly of the amendment to the law for promoting scientific and technological advance, saying it created a better environment for innovation. The amended law will take effect in July.

To boost scientific innovation, the Ministry of Science and Technology and Ministry of Finance jointly issued a circular on the support of key national labs during the annual sessions.

So far, some regional innovation systems with their own characteristics have also been established.
