According to State Councilor Hua Jianmin, after the reorganization, the State Council will have 27, rather than the current 28, ministries and commissions apart from the General Office. Here are the highlights of Hua Jianmin's report.

Under the present reorganization plan, China will establish larger departments that integrate the functions of smaller departments. The five new "super ministries" are the Ministry of Industry and Information, the Ministry of Human Resources and Social Security, the Ministry of Environmental Protection, the Ministry of Housing and Urban-Rural Construction, and the Ministry of Transport.

To form a more effective and scientific system for macro-regulation, the National Development and Reform Commission, or NDRC, will focus on macro-regulation and phase out from involvement in micro-management of the economy. Moreover, the Ministry of Finance will reform and improve its management of budget and taxation.

To strengthen the government's management of the energy sector, a National Bureau of Energy will be set up under the NDRC.

China also plans to form a Ministry of Industry and Information to integrate the relevant functions of the NDRC, the Commission of Science Technology and Industry for National Defense, the Ministry of Information Industry, and the State Council Informatization Office.

The planned restructuring will also include a consolidated Ministry of Transport to replace the Ministry of Communications and the General Administration of Civil Aviation.

The reorganization plan also includes the establishment of a Ministry of Human Resources and Social Security, which will combine the Ministry of Personnel and the Ministry of Labor and Social Security.

The plan also calls for the elevation of the State Environmental Protection Administration to the Ministry of Environmental Protection, as well as a new Ministry for Housing and Urban-Rural Construction to replace the Ministry of Construction.

The State Food and Drug Administration will be put under the jurisdiction of the Ministry of Health, to clarify the health ministry's responsibility in ensuring food and drug safety.
