Proposal: Sources of corruption be studied

Lin Wenken said, "Reasons behind corruption are varied, and they all work together to make it happen. It's interactive. They form a chain and each causes the next to happen. We must look behind each of them. If we examine all these factors thoroughly, solutions could be more effective and corruption could eventually disappear."

Between prevention and punishment, Lin does not make a choice. He says they are equally important, and each has its function.

Just last year, China established the National Corruption Prevention Bureau. The organization studies ways to stem the abuse of power at its roots, to improve the prevention system, and to coordinate corruption prevention efforts in various departments.
