The time for making in-session submissions of CPPCC proposals has come to an end today. Advisors from around the country made 4,772 suggestions in the past week.

This is the proposal office, where all suggestions submitted to the CPPCC are gathered, recorded, and sorted. The staff here are making the final count for in-session submissions."

Over 1,000 new proposals poured in before the deadline for in-session submissions. They cover nearly all possible topics, from commerce to ethnicity to religion. But people's livelihood dominates the list.

Zhang Yi, head of CPPCC Proposal Office, said, "The majority of the proposals aim to improve people's lives. It's difficult sometimes to categorize a proposal because the categories overlap. For example, those on education and medical reforms all aim to benefit people."

Proposals constitute a significant part of a CPPCC member's duty. Their suggestions are based primarily on professional research and represent the will of the people.

Zhang Yi said, "What the people are most interested in are precisely what the members are most concerned with. We see a very good match here. The people want certain changes, and the members propose ways to make these changes happen."

CPPCC proposals are not legally binding. But they will be examined by relevant ministries to determine whether they should go forward on record. And departments in charge of handling these proposals are required to reply to these proposals formally.
