Li Xueju, Minister of Ministry of Civil Affairs, said, "Currently, we have already had a complete series of policies to ensure the system. Meanwhile, the source of funds for assistance and aid is reliable and abundant. In the past five years, the funds for the basic cost of living allowances has increased from 15 billion yuan to about 28 billion yuan."

The minister said the basic living allowances system covered about 35 million people in rural areas in 2007 and urban residents in need have seen their allowances increased.

Minister Li said that in 2007, the country also increased its standards in disaster assistance for people and areas affected by the winter storm. And the country will continue to improve the work of disaster prevention, reduction and relief.

China aims to create 10 million jobs in 2008. Meanwhile, it also plans to push forward reforms to the social security system and expand the number of people covered by the network. Experts say, to achieve these goals, in addition to vigorous policies, a steady growing economy should be ensured.
