NPC deputies are China's legislators. It is their right and duty to raise motions to the National People's Congress during its session. But while most motions are submitted on paper, there is one deputy putting his idea into action.

NPC deputy Chen Fei said, "I'm going to give a basket to every deputy representing an ethnic minority group. And one handkerchief to each of the almost 3,000 deputies. "

Handkerchiefs and baskets. These are rare to find in a deputy's room. But they illustrate Chen Fei's environmental motion in a practical way. He says paperwork is important, but he wants to do more.

NPC deputy Chen Fei said, "I'm going to give a basket to every deputy representing an ethnic minority group. And one handkerchief to each of the almost 3,000 deputies. The baskets are to replace plastic bags, and the handkerchief is reusable, to replace tissue paper. I must give them out in person."

The environmentalist has been distributing these things for many years. Being an NPC deputy allows him to promote this concept on a national scale, with help from his counterparts.

NPC deputy Lin Hong said, "I like this idea. I will use the basket myself and tell everyone around me to be environmental friendly."

Chen Fei feels obliged to help people translate their awareness into action.

Chen Fei said, "Premier Wen stressed environmental issues many times in the government work report. And this is truly an encouragement. How can I not do more?"

In response to a chorus of concern from the general public, China decided early this year to ban free plastic bags in supermarkets to cut pollution. The policy goes into effect this June.
