Special Report:   17th CPC National Congress

The top leadership line-up of the Communist Party of China made a group debut Monday morning upon their election at the first plenum of the 17th CPC Central Committee.

Hu Jintao was reelected as the General Secretary of the CPC Central Committee for a second term. He said the leadership will be firmly committed to the country's construction and development.

Hu Jintao remains head of the nine-member Political Bureau Standing Committee of the CPC Central Committee-- the Party's top leadership.

Hu Jintao said, "The Political Bureau Standing Committee of the CPC Central Committee consists of nine comrades. The plenum elected me to continue to serve as the General Secretary of the CPC Central Committee. "

On behalf of the newly elected leaders, Hu Jintao said the new leadership will rely firmly on all Party members as well as people from all ethnic groups. He said they will accomplish in earnest the tasks set at the 17th Congress.

Hu Jintao said, "We will always hold high the great banner of socialism with Chinese characteristics, follow the guidance of Deng Xiaoping Theory and the important thought of Three Represents, thoroughly apply the Scientific Outlook on Development, and strive to open up a broader vista for developing socialism with Chinese characteristics."

Hu said the leadership will be firmly committed to development-- which is the Party's top priority in governing and rejuvenating the country. He said the leadership will concentrate on construction and development, make progress in developing the socialist market economy and a socialist democracy, advance socialist culture and a harmonious socialist society and strive for scientific development by putting people first in a comprehensive, balanced and sustainable manner.

Hu Jintao said, "We will press ahead with reform and opening up, and put in place systems and mechanisms that are vigorous, highly efficient, more open and conducive to scientific development so as to provide a powerful driving force and an institutional guarantee for developing socialism with Chinese characteristics. "

Hu Jintao vowed to firmly uphold the purpose of serving the people wholeheartedly, persist in building the Party for public interests and to exercise governance for the people... and spare no effort to solve the most specific problems of the utmost and immediate concern to the people. He vowed to do sincere practical work for the peoples' benefit, and strive to promote social equity and justice.

Hu Jintao said, "We will conscientiously adhere to scientific, democratic and law-based governance, never fail to uphold integrity and work selflessly for public interests, continue to improve our art of leadership and governance capability, and strive to preserve and develop the Party's vanguard nature to ensure that it is always in the forefront of the times."

The General-Secretary also announced that the leadership will pursue an independent foreign policy of peace and will unswervingly follow the path of peaceful development and a win-win strategy of opening up. He said they will develop friendship and cooperation with all other countries on the basis of the Five Principles of Peaceful Coexistence and push for the building of a harmonious world of lasting peace and common prosperity.

Developing the economy will remain the top job for China. But that job is tougher for the new leadership. Speed is not the only concern. Clean, green, sustainable and harmonious development will be the criteria by which their work will be judged in the next five years.
