The Minister of Civil Affairs says the basic needs of most poor people in China have now been guaranteed. More than 100 million people get help from China's social relief system each year. And a new "Social Relief Law" has been drafted.

Building a harmonious society means not leaving the poor behind. The Chinese government has made great efforts to ensure a minimum standard of living for urban and rural poor, and provide relief to victims of natural disasters and to urban vagrants and beggars.

Millions of people are now benefiting from this system.

Liu Xueju, Minister of Civil Affairs, said, "We have tried to cover as many people as we can. 150 million people now get help from the social relief system each year. That includes 47 million who enjoy a minimum living allowance, and 70 million people who have suffered from natural disasters."
