Diplomats from the United States, as well as Arab, African and European countries have begun talks in Cairo. They're discussing how they can help Somalia's transitional government restore law and order in the country.

Tuesday's one-day talks are part of efforts by the International Contact Group on Somalia to end fighting between warring parties. Norway's deputy Foreign Minister, Raymond Johansen, says the talks aim to negotiate an immediate cease-fire.

They will also call for the withdrawal of Ethiopian troops, to be replaced by African peacekeepers who will take charge of security in the country.

Arab League member Somalia has been mired in chaos since 1991. A national government was established in 2004, but it has failed so far to assert any real control.
