In Germany, an EU Troika meeting focuses on increasing violence in Afghanistan. The Afghan Foreign Minister says progress is being made. The government is ready to take greater responsibility in the fight against terrorism. But it needs more help.

Attending the meeting along with the Afghan foreign minister were EU foreign policy chief Javier Solana and the foreign ministers of Germany and Portugal. A consensus emerges from the Monday meeting that Afghanistan does need more support and not just military help.

Rangin Spanta, Afghan foreign minister, said, "We believe that the anti-terror campaign is not simply a military affair but rather a socio-political affair which has to include strong elements of reconstruction and development."
