Annan criticizes US foreign policy in last speech as UN Chief

The outgoing United Nations Secretary General, Kofi Annan, has used his farewell speech to urge the United States not to abandon its democratic ideals --as it fights terrorism.

Speaking at the Truman Presidential Museum and Library in Missouri on Monday, Kofi Annan said America had historically been in the vanguard of the global human rights movement. But that lead can only be maintained if America remains true to its principles, including the struggle against terrorism. He said unilateralism was not an option for the United Nations.

Annan said:"All council members, and especially the major powers who are permanent members, must accept the special responsibility that comes with their privilege. The Security Council is not just another stage on which to act out national interests. To appeal for cooperation and leadership should never be seen as an attack."

Annan says the global community must find a way to get Iraqis to reconcile. And it also must become as active and engaged on the "political front" as it is now on the "military front".

Annan also called for the reform of the Security Council. He said its membership still reflects "the reality of 1945".

Annan will leave the United Nations on December 31st, after serving for 10 years as secretary-general.
