Special Report:   Iraq in Transition

The United Nations has welcomed a report by the Iraq Study Group, which recommends that the US pull combat troops out of Iraq by 2008. It also calls for renewed diplomacy to halt the chaos in Iraq. Yesterday, UN Secretary General Kofi Annan urged US President George W. Bush to study the bipartisan commission's call for a new war strategy in Iraq. He also backed a key recommendation that the administration start talking to Iran and Syria.

Annan said, "I think the president will have to study the report and decide how to proceed, what to expect and how to implement it, but it is a well known fact that in my contacts with the administration in the past, I had urged them to talk to both Iran and Syria."
