The Communist Party's top leaders have been discussing the nationwide leadership-training plan, which runs till 2010. The politburo meeting affirmed the value of the 10th Five Year Program in the training of leaders. And it announced that the 11th Five Year Program will focus on the need to improve governing skills among party members to promote prosperity and a harmonious socialist society.
