4th session of 10th NPC ends

The National People's Congress has ended its annual session, setting plans and tasks for economic and social development for the government in the next year. The deputies also approved the draft outline of the eleventh Five-year Development Program.

At the closing meeting of the NPC session, the lawmakers passed Premier Wen Jiabao's government work report, agreeing to the proposed economic and social development goals.

The NPC session also approved the reports on the central and local budgets and the government's economic and social development plans.

The legislators also passed the reports on the work of the NPC Standing Committee, the Supreme People's Court, and the Supreme People's Procuratorate.

The draft outline of the eleventh five-year Development Program was also passed, which is expected to enshrine the country's new economic policies - addressing rural development and progress in science and technology.

NPC chairman Wu Bangguo said: "One of the important achievements of this meeting, is the approval of the draft outline of the eleventh Five-Year Development Program for national economic and social development. The approved Program will be the guideline for our country's economic and social development in the next period."

An overwhelming majority of legislators were enthusiastic about it - and the draft received overwhelming support.

NPC deputy Tang Jian said: "The eleventh five-year program is our strategy towards the establishment of an overall well-off society. It stresses energy-saving and environmental protection. This is very far-reaching for the implementation of the scientific-oriented outlook and the sustainable development strategy."

NPC deputy Gu Xiaosong said: "I think this program is very good. I think it is to help China to develop on a higher, a more civilized level. If we keep following this program, I believe the Chinese people will live better and better lives, and our country will be more and more prosperous."

Finally, top legislator Wu Bangguo urged all his colleagues to unite around the CPC Central Committee, holding-up the banner of Deng Xiaoping Theory, and the important thought of Three Represents.

He urged them to fully implement a scientific approach to development, and to maintain vitality, and strive for the building of a well-off society in an all-around way.
