China´s Actions for Disaster Prevention and Reduction released

The document lays out some major tasks for the coming years.

First, China will build a database about the risks of natural disasters and draw up a diagram of the situations in high-risk and vulnerable areas. China will also build a system for collecting statistics about the damage, and a reporting system covering national, provincial and county levels.

To improve the existing monitoring system, China will launch a satellite remote-sensor monitoring system, thus building a three-dimensional monitoring platform for natural disasters.

To strengthen the country's emergency rescue and relief capability, China will build a coordinated and efficient disaster emergency management system. A relief system covering all aspects will soon be formed. The main aspects of the system include a network of reserve relief materials, professional rescue contingents and social mobilization mechanisms.

In the coming years, China plans to invest more to boost the research and development of disaster prevention technology. Some priority fields are remote-sensor technology, a geological information system, global positioning system, and network communications.

China will also increase the sense of duty of local governments at various levels in disaster prevention. A national network with information on disaster response will be launched to raise the public awareness.
