The report said that Kim expressed "great satisfaction" over the successful launch. It also said he repeatedly praised the "patriotic devotion" of the scientists and technicians.

South Korea and United States' intelligence sources say the launch took place at 11:30 A-M local time in the north-eastern part of the DPRK.

Russian air-defense forces in the Maritime Province in the Russian Far East also detected the launch.

Vladimir Kulikov, commander of 10th Radio-Technical Brigade, Air Forces of Russia, said, "At 6:32 am Moscow Time, as reported by the company commander, they registered the launch of a ballistic missile with satellite from the territory of the DPRK. The object stayed in the area of responsibility of the brigade for exactly 20 seconds."
