Southeast Asia contains a third of the world's population. It's also one of the most active areas in economics and trade.
How to apply the principles of the charter in line with different practices inherited by tradition is another challenge.
Zhai Kun said, "The cultures and economic development of ASEAN member countries are diverse. Creating a community aims to promote more cooperation among these different countries. Now the biggest challenge for ASEAN is how to unite these countries together and split their differences."
Analysts hail the signing of the charter as a landmark success to promote regional integration.
But they also warn that a truly integrated ASEAN Community takes more than setting up a legal framework. And for ASEAN, the charter may be just a good start.
