Social relief improves people´s livelihoods

This year, the central government established a minimum living standard guarantee system for rural residents. 30 million people are expected to benefit by the end of the year.

With the expansion of the system, budget management also needs to be improved.

Liu said, "To tighten the management of the social relief budget, we have emphasized to our staff that this is life-saving money for the people and any abuse is forbidden. On the local level, we have tried to distribute the money through banks. This can help avoid many problems."

Legal guidance for social relief is also on the way. The Social Relief Law has now been drafted and will soon be submitted to the State Council for review before going to the top legislature for approval.

The goal is to ensure that all poor people in China are covered by a comprehensive social relief system in a moderately prosperous society by 2020.
