Vice Minister of Civil Affairs, Li Liguo, elaborated on a new nationwide information database aimed at helping homeless people that have no means to make a living, especially teenagers. The vice Minister says the system will help identify the background information of the homeless, trace their birth place, and find their family and relatives to reunited them after receiving immediate ad-hoc assistance. The database has already helped provide immediate assistance to more than 2-million homeless teenagers and beggars during 2006.

The ministers say the central government and relevant authorities will continue to earnestly adopt effective measures to promote social security, medical care and education across the country, and to guarantee that low-income people have access to these benefits. Charity work will be encouraged nationwide so the public can also help out.
