NPC deputies heard reports given by the president of the Supreme People's Court and the Procurator-General of the Supreme People's Procuratorate. They said China's legal system has made big progress over the last year... and that the Supreme People's Court and the Supreme People's Procuratorate have enhanced their functions. Also, the build-up of the grass-roots legal system and facilities has been strengthened. Both senior officials pledged to step up their efforts in the promotion of the new "socialist countryside" idea.
Chief justice, Xiao Yang, told lawmakers that the Supreme People's Court and the people's courts at all levels are performing their functions well... - bringing criminals to justice, as well as protecting the civil rights of citizens and other organizations.
He noted that the work has made a great contribution to national security and social stability.
In particular, Xiao says that during the past year, I-P-R protection has been a major focus.
He said: "We have strengthened our work on the legal protection of Intellectual Property Rights, promoting innovative ability, and the establishment of the nation's innovation system."
Procurator-General Jia Chunwang told the legislature that last year the procuratorates have become more focused in their prosecution and supervision roles, and this has ensured fairness and justice.
He said: "We have strengthened our efforts in promoting anti-corruption work. Investigations were launched into more than forty-one thousand government employees suspected of embezzlement, bribery, and dereliction of duty."
This year, the two legal bodies will continue to focus their efforts on the same areas.
The two senior officials have promised that cases involving agriculture, farmers, and countryside will have top priority.
This is to protect the rights of rural-dwellers - to ensure the healthy development of the agricultural industry, and to promote the building-up of the socialist new countryside.
NPC deputy Liu Xiguang said: "I think these legal reports are practical. Facing the current situation, I think they have strengthened their efforts on the agricultural issues. Most of my fellow deputies positively welcome these reports."
NPC deputy Liu Cunzhou said: "The issues of farmers have been given top priority during this year's NPC session. Our law enforcement departments shoulder the responsibility of providing legal support for the most vulnerable groups of people in rural areas. And also maintaining stability in rural areas, and helping those in rural areas raise their quality of life, as well as their social status."
