Since the administration method of forbidding producing, selling and using one-time plastic tableware and bags was carried out on May 1st, 2005, Lhasa has introduced environment-friendly shopping bags in the supermarkets, who will be checked by related departments in a regular basis.

By the end of 2007, Lhasa has dealt with 2,696 cases of "white pollution". Using paper bags or hop-pockets has become a common scene of both business units and Lhasa citizens.
