[Document] According to the full text of the document, markets for the lease of contracted farmland and transfer of farmland use rights shall be set up and improved to allow farmers to sub-contract, lease, exchange and swap their land use rights, or joined share-holding entities with their farmland.

[Economists] Economists say the new measures are a major breakthrough in the governement´s land reform program, started 30 years ago by China´s former premier Deng Xiaoping. They say the new measures will enable farmers to manage large tracts of farmland and create new business operations.
