The 29-article Imperial Ordinance issued by Emperor Qianlong  of the Qing Dynasty on the administration of Tibet

This document established the gold vase drawing of lots system to locate the Holy Children of the reincarnated Living Dalai Lama and Panchen. The system is still practiced today.
