Chief Commander for Chang'e Program, Luan Enjie

According to NASA’s Basics of Space Flight, their investment in deep space exploration can produce a pulling effect of 1:100. We haven’t conducted detailed demonstration of this effect, but the technical progress needs that can be seen show a broad prospect. Deep space exploration may play a driving role in the following aspects:

In science:

 To create, perfect and deepen lunar science (lunar geology and lunar physics research)

 To promote comparative planetology development

 To conduct research on extraterrestrial space environment

 To create planetary geodesy and cartography

 To promote remote sensing theory, methodology, engineering, practice and interplanetary remote sensing

 To conduct deep research on terrestrial planets

 To promote research on origin and evolution of Earth-Moon-sun system

 To explore extraterrestrial life

In technical economy:

 New concept launch vehicles

 Remote data transmission and communication

 New fields of automatic control and navigation

 Unconventional materials

 Microwave/millimeter wave transmission and remote sensing

 Trace and non-destructive analysis techniques

 Artificial intelligence

 Telescience

 Bioengineering, etc..

The artist’s concept of NASA’s lunar base is actually a major problem to create an anaerobic survivable environment, and its necessary technical domain is beyond the efforts we have ever made in Earth to overcome all the survivable extremes.

This lunar base will have the abilities such as human living environment, scientific experiment, plant cultivation, human exercise, outdoor work site, information communication with Earth and Earth-Moon transportation. It is not only a human challenge to nature, but also a human adaptability to nature; not only an embodiment of human wisdom and strength, but also a journey to enhance human wisdom and strength.

As a developing country, China conducts definite deep space activities under limited conditions, reflecting China’s strong national strength and symbolizing ability of China’s space industry.

Chinese leaders at all levels and various government departments have been paying great attention to Chang’e Program in the process of its approval and development. Premier Wen Jiabao of the State Council approved Chang’e Program in early 2004 and has been paying close attention to its progress. He has made many specific and clear instructions for the Program. At the beginning of preparations for the Program, then Premier Zhu Rongji had made clear instructions, and Li Jinai, member of the Central Military Commission and then Director of PLA General Equipment Department, wrote an inscription for the Program: “Develop lunar exploration and make brilliant achievements in space once again.” Liu Jibin, the former Minister of Commission of Science, Technology and Industry for National Defense (COSTIND), gave an instruction to establish a leading group for program preparations for government approval. Zhang Yunchuan, Minister of COSTIND and the Head of Leading Group for China’s Lunar Orbiter Project, has made great efforts to establishing program management system and strengthening technical tackling, technical management and quality control for the Program. Through close cooperation, various departments responsible for the concrete projects of the Program such as PLA General Equipment Department, Chinese Academy of Sciences (CAS) and China Aerospace Science and Technology Corporation (CASC), have made great contributions to Chang’e Program.

China’s space community will justify the great trust placed in us by our country and people and work hard to make Chang’e-1 Project get a complete success, dedicated to our homeland and the 50th anniversary of China’s space industry.
