Special Report:   2008 NPC & CPPCC sessions

Right after the State Council reported its plan for the ministerial reform to the National People's Congress, our reporter Xu Zhaoqun interviewed several of the deputies and members. Now let's hear what they had to say.

The plan for ministerial reform has finally been revealed. How will it work? And what role will these new ministries play in building a service oriented government? With these questions in mind, we now talk to NPC deputies and CPPCC members for their reaction to the plan.

Sun Jianfang, CPPCC Member said "I think the plan is issued right on time. The functions of the central government will be integrated. I am from the public health sector. It's very good the State Food and Drug Administration will be brought under the Ministry of Public Health."

Mao Guanglie, NPC Deputy said "The shift of government functions is stressed in the plan. The governments have to pay attention to both macro adjustment and the concerns of ordinary people. A service-oriented government must satisfy the people."

Some deputies and members stress the importance of carrying out the plan.

Xu Jiankang, CPPCC Member said "The plan shows the country's administrative capability is being improved. But a good plan is nothing without implementation. We are looking forward to a more efficient govenment."

Zhu Weifang, NPC Deputy said "The purpose of transforming the government functions is to unite the scattered power and improve government efficiency. This can only happen when the plan is well implemented."

Deputies also look to the future of the plan.

Ren Yaping, NPC Deputy said "Transformation of function can't be done in a day or two. A huge amount of work lies ahead, including the improvement of quality of the government staff and a change of mindset."

Lei Erdeni, NPC Deputy said "Reform in the localities should be based on the State Council's plan. Most departments should correspond to the ministries, and we should also consider the local characteristics when planning our reforms."

Whatever points the deputies and the members focus on, they all hope to see a true service-oriented government come into being.
