The Songyang Academy at Zhengzhou University was reopened and reconstructed under Xu's proposal. At the opening ceremony of the academy, Xu gave a report on Chinese national culture titled "The history of Henan Province constitutes half of the Chinese history."He put forward this statement based on the fact that China is one of the world's four countries descended from one of the great ancient civilizations and Henan Province is the major birthplace of the Chinese nation and culture. During the 5,000-year long history of the Chinese nation, Henan Province stood as a political, economic and cultural center for China for over 3,000 years. More than 20 dynasties successively established their capitals in Henan Province and over 200 emperors ruled the country there. Four of China's eight ancient capitals are located in Henan."

Xu's words won warm applause from over 1,000 teachers and students at the opening ceremony.

"Our ancestors left us such a great deal of wealth. We must work hard to continue making great achievements, and carry forward excellent culture of the Central Plain so we can pass it down to our children." Since assuming the position of the secretary of the CPC Henan Provincial Committee, Xu has repeatedly emphasized the importance of the cultural industry.

"We must learn to make use of the heritage that our ancestors left for us. We cannot squander the wealth and sell off our heritage. We should liven up the cultural aspects that have become dormant over the years." Xu said that for example, Shaolin kungfu has become quite well-known in the world. Following several years of development, currently the earnings from admission tickets to Shaolin Temple have exceeded 100 million yuan per year. In the past, however, the monks in Shaolin Temple sometimes could not even afford food. The promotion of the film "Shaolin Temple" and the careful renovation of the temple during recent years have helped the situation there greatly
