The main role of CPPCC members is to give advice, or submit proposals to the government. So far, over 700 suggestions have been submitted by CPPCC members at this year's session. Sixty percent of them relate to economic issues.
Tian Guoping processes CPPCC member proposals. He heads the group responsible for suggestions concerning economic issues.
He said:"In the first 3 days our group received more than 400 proposals, accounting for half to 60 percent of the total. Members are giving advice on developing the rural economy, new energy alternatives, and improving tax and fiscal policies."
Members consider economic growth a vital factor for improving people's lives and establishing social stability.
CPPCC member Zhao Mantang said:"I am concerned about how to establish the new socialist countryside.
CPPCC member Cai Ling said: "I will offer my advice on improving the housing market and also the development of rural economy."
Members' proposals cover a range of issues that have a bearing on China's development.
Zhou Yujian said: "My group is in charge of proposals concerning development of science, education, culture and public health. We have received some 250 proposals so far. Members are most concerned issues like technology innovation, education and the reform of medical system."
After undergoing a series of procedures, the proposals will be forwarded to relevant government departments the week following the session.
As the top political advisory body, the CPPCC is seen as the 'think-tank' of the Chinese government. Nearly 4,000 proposals are submitted by the CPPCC every year. And with its advisory role in national affairs increasing, members' opinions are having a greater impact on government decision-making.
